This article was originally written by Bruce Alexander on October 11, 2007, the article is entitled Security Contractors; A Necessary Evil. It’s an interesting read particularly the sections regarding the scope of the Diplomatic Security Service (DS) mission worldwide. Read the article yourself but the gist of the article is that, things being the way they are, security contractors are a necessary evil. An interesting way to put, but in my opinion, wrong.

It’s clear that DS is stretched thin around the world. Resources, both personnel and budget are not limitless. There’s no ready supply of DS agents available to fill the role of security contractors even if the financial means existed to replace private security contractors. All of those arguments are very valid but where I take issue is the “better the devil you know” response as justification for keeping private security contractors.

Well, it’s finally here the long-awaited fall edition of the circuit magazine. It was a pleasure to interview Tony Scotti, who is one of our industries icons. Here is an excerpt from that interview.

Question: Who or what inspired you to get involved in the field of executive protection?

Answer: It began with a moment of opportunity, which was followed by a life time of inspiration.  In the mid 70’s the concept of training people to avoid an ambush while in a vehicle was not common, and in fact almost unheard of. In 1974 two gentleman, Diego Arguello, a Cuban National, who worked security in Venezuela, and Steve Van Cleave, a security consultant and an original member of ASIS, took a chance on this new concept called “anti terrorist driving”, of which I was offered the opportunity to teach. I spent the mid 70’s conducting training throughout South America and the Middle East. The inspiration came from the positive results of the training and discovering how rewarding it was to apply my education as an engineer to this type of training.

Question: What tips might you have for new people trying to break into the executive protection business?

Answer: Training, Determination, and Perseverance. Attend a recognized training program, one that has a good network of former students and teaches the core skills: driving – advancing – surveillance detection. These are the skills that show up on job descriptions. Be willing to start at the bottom. Become a student of the profession – learn as much about the business end of the industry as you would about the operational end of the industry. Network – network – and then network some more. Emulate those who are successful in the business – do the right thing and pass it forward.

The basic methodology of executive protection (EP) is the prevention of threats and injury to your client. Being prepared also includes having the means to stop a sudden attacker from harming your client.

We must be armed, but not always necessarily with a firearm. In the EP business when and where we can carry a firearm legally is restrictive and its use is only as a last resort. Warning shots are strictly prohibited. In our business the discharge of a firearm is only for deadly force situations (firing only aimed shots).

Brief Background:

Let’s examine the Tasers pros and cons for EP as a less lethal force option, made by Taser International, Inc. Any weapon that can protect your client during a sudden attack is a good weapon.

The Taser is a less-than-lethal weapon. It uses compressed nitrogen to launch two small barbed probes attached by wires and delivers 50,000 volts and each cycle of electrical current lasts five seconds. The maximum effective range of the M26 and X26 (a smaller model) is approximately 35 feet.

Having used the Taser personally; it has good incapacitating and stopping power against an aggressor. The effect on the aggressor being hit by a Taser includes disorientation, the ability to stand, a high heart rate and dehydration.

A past issue of Forbes magazine’s online edition has a must read article entitled “High-Security, High-End Homes” (http://www.forbes.com/2007/03/28/secure-tech-homes-

forbeslife-cx_mw_0329securehomes_print.html).
The article, written by Matt Woolsey, offers a glimpse into high end  executive security features in the homes of some of the rich and famous.

There is a series of pictures accompanying the article of these super luxurious residences that boast equally superior security features. The photo tour of the various residences is entertaining but does not (as it should) provide specifics of the security features associated with each residence. However there’s more than a few interesting tidbits in the article. Take for example, the description of One Hyde Park, the luxury London homes purported to be the most expensive in the world at $165 million each. There are four penthouses at One Hyde Park each equipped with filtered air, bullet resistant windows and iris scanners (presumably so your latch-key kid living here doesn’t have to worry about losing his/her key anymore).
