Doing EP operations in a new place is not an easy but Hong Kong is a great place, the airport; Hong Kong International is a regional hub with worldwide connections and is convenient and easy to get around with your client.  On the EP detail you will never feel out of place because Hong Kong has a mixture of Eastern as well as Western cultures.

Hong Kong medical facilities are well developed and are comparable to Western facilities operating at international standards. The roadways in Hong Kong are well maintained and the traffic flow on highways is usually very good. Street crime in Hong Kong is relatively low and limited to petty theft. There is a wide variety of five-star hotels on Hong Kong Island and Kowloon. The pace of business is rapid and hectic, but conducted professionally, formally and punctuality.

Checklist Guidelines for Executive Protection Assignments

This checklist is designed to cover procedures required for EP details and provide fundamental knowledge in a checklist form to organize, manage and direct EP assignments in the field for timely and effective planning.

Advance Planning

  • Budget (nothing starts without a budget, its first order of business).
  • Responsible hospital (positive contact to be made). Obtain hospital contact information (name, phone #, cell phone and email).
  • Law enforcement agency (positive contact to be made). Obtain LEO contact information (name, phone #, cell phone and email).
  • Hotel security director a critical relationship to develop (positive contact to be made). Obtain Hotel security director contact information (name, phone #, cell phone and email).
  • Security planning and management for venues and meeting with senior security personnel at each location.  Obtain contact information (name, phone #, cell phone and email).
    Comprehensive threat assessments of known and potential threats (country, city, airport, hotel, venue, etc.). This is your pre-assignment intelligence.
  • Motorcade requirements (number of vehicles, type, etc.). Find and ensure limo drivers are trained and professional.
  • Ensure adequate motorcade route plans and contingency route plans are in place. Main and alternate routes (must be run multiple times).
  • Special parking set-up in advance at airport, venues, hotels, etc.
  • Development of briefing booklets for EP agents.
  • Plan for worst-case scenarios and conduct walk throughs of evacuation routes (evacuation procedures and assigned safe havens).

An active shooter is an armed person who has used deadly physical force on other persons and continues to do so while having unrestricted access to additional victims.  Active shooters often look for soft targets like malls, churches or schools due to their low presence of security and high access to potential victims.

The active shootings at Columbine High School, Omaha Mall, Virginia Tech, and Fort Hood left a trail of victims because the shooters were far more prepared than those who suffered in those ordeals.  Financial or emotional stressors, forced separation from a lover or a job, bullying or an overly aggressive manager or insensitive instructor may create the flashpoint which triggers workplace or school violence.

Executive Protection-The Boston Way

There’s an excellent (by my standards anyway) article on Executive Protection that recently appeared on The Boston Globe’s website that is must read for those in, or aspiring to be in, our profession. The article, written by Billy Baker, is entitled “Standing Guard for Rich and Famous.” It’s a refreshing look at some Executive Protection firms in the Boston area which stress professional standards, image and approach to Executive Protection. These firms eschew the “Hollywood bodyguard” and “rapper posse” in favor of a low profile, conservative demeanor approach to protection. Call me a fool or just plain naive, but maybe, just maybe, someone in Hollywood will read this article and get it.

Virtual Fence Useful For Protection Executive Facilities

Four New York area airports are installing virtual fences consisting of heat, movement and video sensors to detect and deter terrorist attacks. The fence is reportedly modeled after similar fences in use at Israel’s Ben Gurion and Baghdad’s airport.

A virtual fence can also be use to protect executive residences and associated  facilities. The success to making these virtual fences work is two fold. First, there must be a physical security survey that adequately identifies existing vulnerabilities. The physical security survey should be combined with a security engineering study that identifies the proper technologies to counter the vulnerabilities identified in the physical security survey. The second factor is referred to by Rafi Ron, former Ben Gurion security director who notes that the same investment must be made in human resources to respond to the threats once detected by the virtual fences.

Virtual fences are another means of hardening the target and creating those layers of security that are essential in Executive Protection. However, technology is no substitute for good security practices. These systems work best when combined with other layers of security that compliment physical security.

Executive Protection specialists do not need to be experts in designing physical security systems. After all, there are specialists for that type of work. However Executive Protection specialists must have a working knowledge of physical security in order to identify vulnerabilities that might affect the security of their protectee and to articulate to security engineers the level and type of protection desired to secure their principal.
